Under the Constitution of India, safety, welfare and health of persons employed in all mines – coal, oil and metalliferous – all over the country, are the concern of the Central Government. The matter is regulated by the Mines Act, 1952 which is administered by the Directorate General of Mines Safety (DGMS for short), a Scientific and Technological Organization under the Union Ministry of Labour. In so far as the oil mines are concerned, the jurisdiction of the Mines Act, 1952 extends upto the limits of territorial waters but does not extend to the continental shelf, exclusive economic zones and other maritime zones.
The Oil Mines Regulations-1933 were replaced by the Oil Mines Regulations-1984, with effect from 26 th October-1984.
